The hypothesis of the existence in the atomic shell of a new elementary particle called magnetina is presented. This particle performs the following functions: it transfers the electrostatic attractive effect of the proton to the atomic shell, it provides a static scheme for the forming shells, it causes the size of atomic and covalent radii, it determines the energy and behavior of electrons, its interactions form quasiparticles, which are the reason for the existence of chemical bonds.
